Odisha Approves ₹1,360 Crore Fund for Fertilizer and Seeds Supply
Last updated: 14 October 2026
Odisha cabinet approves ₹1,360 crore for a new corpus fund that will keep fertilizer and quality seeds in stock before the sowing season begins. The decision came on Tuesday, 13 October 2026, at the state’s 48th cabinet meeting, chaired by Chief Minister Mohan Charan Majhi at Lok Seva Bhawan, Bhubaneswar.
The short version: this is not a cash handout for farmers. The money goes to two state agencies, OSCMF Ltd. (known as MARKFED) and OSSC Ltd. (Odisha State Seeds Corporation), as an interest-free revolving fund. They use it to buy early, store stock in districts and pay suppliers on time. Below you will find the split, the four-year timeline, how it fits with earlier schemes, and what is still unclear.

What the Cabinet Approved on 13 October 2026
The cabinet cleared 16 proposals from 11 departments that evening. One of them, from the Agriculture and Farmers’ Empowerment Department, is the corpus fund scheme.
According to the details reported after the meeting, the fund lets the two agencies buy fertilizer and seeds in advance and keep them positioned across the state. It also covers timely payment to seed growers and suppliers. The stated goal is uninterrupted supply of fertilizer to farmers at affordable prices, which in turn supports production and food security.
How the ₹1,360 Crore Is Split Between OSCMF and OSSC
- OSCMF Ltd.: ₹960 crore. For advance purchase, storage and pre-positioning of fertilizer.
- OSSC Ltd.: ₹400 crore. For procurement, processing and distribution of quality seeds, and for paying seed growers.
Here is a bit of simple arithmetic that the news reports skipped. ₹960 crore over four years is ₹240 crore a year. ₹400 crore over four years is ₹100 crore a year. Those are the same yearly corpus figures the Agriculture department quoted for Kharif 2026 (₹240 crore for fertilizer and ₹100 crore for seeds). This is our own calculation, since a year-wise release schedule has not been published in the reports we checked. But it suggests the scheme locks in the current yearly level for four years instead of adding a sudden jump.
What Is a Revolving Corpus Fund?
Think of it as working capital. The state puts money with the agency, with no interest charged. The agency buys stock, sells it to cooperative societies and dealers, and the money comes back to be used again in the next season.
Why does that matter? Buying fertilizer months ahead of the season ties up a lot of cash. The Cooperation Department’s own June 2026 press brief says cooperative societies face a heavy interest burden when they lift fertilizer early. An interest-free fund at the federation level takes some of that pressure off.
Who Are OSCMF and OSSC?
OSCMF Ltd. stands for Odisha State Cooperative Marketing Federation. Government press notes call it MARKFED. Fertilizer reaches farmers through it via PACS and LAMPCS, the village-level cooperative societies. In May 2026 the Agriculture department said manufacturers were instructed to supply 60% of total fertilizer to MARKFED for this very purpose.
OSSC Ltd. is the Odisha State Seeds Corporation. Per the Agriculture department’s website, it was incorporated on 24 February 1978 to produce, multiply, procure, process and supply breeder, foundation and certified seeds.
One common mix-up: the Odisha Staff Selection Commission is also shortened to OSSC. It is a recruitment body and has nothing to do with this scheme.
Why Odisha Is Backing Fertilizer and Seed Supply Now
The official numbers from 2026 explain the push:
- For Kharif 2026, the state targeted 57.40 lakh hectares. It had set up a ₹240 crore corpus for pre-positioning 11.43 lakh MT of fertilizer and a ₹100 crore corpus to supply 4 lakh quintals of certified seed.
- In June 2026, the state approved a separate ₹42 crore interest subvention scheme for 2026-27 to 2030-31. It covers about 2,700 PACS and LAMPCS, with cash credit limits up to ₹10 lakh each. The aim is to lift the cooperative share of fertilizer distribution from 25-30% to 60%.
- By 22 May 2026, the department reported 3,574 raids on dealer points, 1,284 show-cause notices, 312 stop-sale notices, and 101 licence suspensions plus 21 cancellations.
Last year was bumpier. In September 2025, PTI reported farmer protests and opposition criticism over fertilizer distribution. The government’s position then was that stock was sufficient, but transport delays had hurt supply in places.
Read together, the new corpus fund is the money piece of a larger plan. The 60% cooperative channel is the delivery piece, and the raids are the enforcement piece.
How This Compares With Earlier Corpus Funds
| Period | Fertilizer corpus (OSCMF) | Seed corpus (OSSC) |
|---|---|---|
| 2025-26 Budget | ₹150 crore | ₹100 crore |
| Kharif 2026 (Agriculture dept.) | ₹240 crore | ₹100 crore |
| New scheme, FY 2026-27 to 2029-30 | ₹960 crore total (₹240 crore a year*) | ₹400 crore total (₹100 crore a year*) |
*Our calculation, not an official yearly breakup.
Corpus funds for fertilizer and seed are not new in Odisha. Cabinet reports from 2015 mention ₹100 crore each for the two purposes. What changes now is the four-year commitment under a single scheme.
Will Farmers Get Money Directly?
No. The ₹1,360 crore goes to OSCMF and OSSC, not to farmer bank accounts. There is no application form, registration or beneficiary list for this scheme. Farmers benefit indirectly, through better stock availability at cooperative societies and authorised retailers.
If a website or WhatsApp message asks you to “register” for this scheme or pay a fee, treat it as fake. Check official updates on odisha.gov.in and the department’s own pages.
Looking for direct benefits instead? Odisha’s Samrudha Krushak Yojana secures paddy procurement at ₹3,100 per quintal, as stated in the Agriculture department’s May 2026 press brief. CM-KISAN paid ₹833 crore to 41.35 lakh small and marginal farmers on 4 September 2026, according to UNI. For the livestock side of farming, here is our guide to cow, goat and poultry subsidies in Odisha.
A few practical habits help regardless of any scheme. Buy from PACS, LAMPCS or authorised dealers, ask for a bill, and report hoarding or overpricing to your district agriculture office.
