Odisha Pashupalan Yojana 2026 Cow, Goat & Poultry Subsidy Details

Odisha Pashupalan Yojana 2026: Cow, Goat & Poultry Subsidy Details

Read in another language:

If you keep, or want to keep, cows, goats, pigs or poultry in Odisha, you have probably seen the phrase “Odisha Pashupalan Loan Yojana 2026” on a dozen websites, each promising a different subsidy number. This guide sorts that out. It explains which schemes actually exist, who gets how much, where to apply, and where the common claims online go wrong.

Quick answer

  • There is no single scheme officially named “Pashupalan Loan Yojana” in Odisha. The phrase is used for a group of livestock subsidy and loan schemes run by the Fisheries and Animal Resources Development (FARD) Department, along with a few central government schemes and bank loans.
  • The biggest one for dairy is the Mukhyamantri Kamdhenu Yojana (MKY), with a budget of ₹1,423.47 crore for five years, from 2024-25 to 2028-29.
  • Under its Go-Palan Yojana sub-scheme, the subsidy is up to 70% for SC, ST, women, transgender and PwD applicants, and 60% for the general category. It is not 70% for everyone.
  • Applications for FARD schemes go through the GO-SUGAM portal (sugam.odisha.gov.in), not through agents.

What “Pashupalan Loan Yojana” really covers

Think of it as three layers that work together:

LayerWhat it gives youExamples
State subsidy schemesA share of your unit cost paid back as a subsidyMukhyamantri Kamdhenu Yojana, goat, pig, poultry and duck schemes
Central schemesCapital subsidy or cheaper creditNational Livestock Mission, Animal Husbandry Infrastructure Development Fund, Kisan Credit Card for animal husbandry
Bank or cooperative loanThe actual money you borrowCommercial banks, Odisha Gramya Bank, SHG bank linkage

The subsidy usually does not replace the loan. In most cases you arrange the purchase money first, and the subsidy comes after you buy the animals. That is why the loan and the subsidy are talked about together.

Mukhyamantri Kamdhenu Yojana at a glance

The Odisha cabinet approved MKY in September 2024 as an umbrella scheme for the dairy sector. It was not announced in 2018, as one popular page claims.

The Department of Animal Husbandry and Dairying (Government of India) also confirmed the ₹1,423.47 crore five-year budget in a Rajya Sabha reply, along with the fact that 4,033 functional dairy cooperative societies were operating under OMFED.

Go-Palan Yojana: how much subsidy you actually get

Go-Palan is the sub-scheme most people mean when they ask about a “cow loan” in Odisha. It supports a small dairy unit of two milch cows. According to the guidelines, the cows should yield about 10 litres of milk a day, and the unit cost is ₹2.304 lakh when a shed is included.

Unit cost break-up (as per the guideline summary):

  • 2 milch cows with calves at ₹90,000 each, including transport: ₹1,80,000
  • Shed for 2 cows and 2 calves (120 sq ft): the remainder, bringing the total to ₹2,30,400

Subsidy by category:

OptionUnit costSC, ST, women, transgender, PwD (70%)General (60%)
With shed₹2,30,400₹1,61,280₹1,38,240
Without shed₹1,80,000₹1,26,000₹1,08,000

What this means in rupees. A general category farmer building a shed and buying two cows needs ₹2,30,400 in total and gets ₹1,38,240 back, so the farmer’s own share is ₹92,160. For an SC, ST or woman applicant with the same unit, the subsidy is ₹1,61,280 and the farmer’s share is ₹69,120.

Eligible groups mentioned in the guidelines: general farmers, SC and ST farmers, SHG members, women, transgender persons, and persons with 40% or more disability. Check the current-year guideline for the exact eligibility line before you apply, because categories and targets are revised each year. For 2025-26 the target was 10,000 beneficiaries.

When the subsidy is paid

The subsidy is paid in two equal halves:

  1. The first half after you buy the first cow and complete its insurance.
  2. The second half after you buy the second cow and complete its insurance.

So you need the full purchase money ready in advance, from savings or a bank loan. Plan for that gap before you commit to buying.

Other state schemes for goat, pig, poultry and fodder

The Directorate of Animal Husbandry and Veterinary Services publishes separate guidelines for each of these. The official guidelines page lists the following:

  • Small Scale Goat Farming (10+1)
  • Goat Farming through Women SHGs (30+2)
  • Semi-Commercial Pig Farming (10+1)
  • Semi-Commercial Duck Farming in Deep Litter System
  • Establishment of Chick Rearing Unit
  • Establishment of Mini Poultry Feed Mill
  • Backyard poultry for WSHG members in PVTG districts
  • Fodder Entrepreneurship Programme under MKY
  • Top-up subsidy for commercial dairy farming under MKUY, under MKY

Note the pig unit size: the official listing says 10+1, not the 20 sows and 2 boars you will see on some websites.

Example: small scale goat farming (10+1). A unit has 10 female and 1 male animal. Under the scheme summary, SC, ST, women, transgender and PwD applicants get 60% (₹61,200 per unit), and general male applicants get 50% (₹51,000), paid as a back-ended subsidy through DBT. For 2026-27 the target is reported as 2,340 farmers across 30 districts. Anyone who has already received a similar subsidy in the last three years cannot apply again.

Central schemes you can use alongside

National Livestock Mission (NLM): entrepreneurship programme

This is for entrepreneurs setting up larger units, not for buying two cows. The central government gives a 50% capital subsidy, with ceilings that vary by component: ₹25 lakh for poultry, ₹50 lakh for sheep and goat breeding units, and ₹30 lakh for piggery. The subsidy is released through SIDBI in two equal instalments. You need a project report and a bank-financed project.

Animal Husbandry Infrastructure Development Fund (AHIDF)

Meant for processing and infrastructure such as dairy and meat processing, feed plants and breed multiplication. It offers a 3% interest subvention on loans. In Odisha, ₹106.45 crore in loans had been sanctioned for seven projects as per the government’s April 2025 reply in Parliament. It is not a small-farmer scheme.

Kisan Credit Card for animal husbandry

This is the simplest working-capital option for a farmer who already keeps animals. It covers feed, veterinary care and similar running costs. The government has said animal husbandry farmers can get loans up to ₹2 lakh without collateral, and the interest rate comes down to about 4% for those who repay on time, after the prompt repayment incentive. Some sites call it “PM Pashu KCC” and say the limit is ₹1.60 lakh per animal. That is not how the official scheme is described: ₹1.60 lakh was the older collateral-free limit, and the scale of finance is set locally per animal or bird.

Documents you will usually need

For Go-Palan, the guideline summary lists:

  • Aadhaar card
  • First page of the bank passbook
  • Land record (RoR) copy, only if you are applying for shed construction
  • Caste certificate, if you are claiming the SC or ST category
  • Transgender certificate from the national portal, if applicable
  • Disability certificate showing 40% or more, for the PwD category

Other schemes may ask for a project report or income certificate. Always check the document list in the specific guideline for the year you are applying.

How to apply on the GO-SUGAM portal

GO-SUGAM is the single-window portal where Odisha’s farm and allied-sector schemes are digitised, including the FARD Department’s schemes. Here is the usual flow from the portal’s own user handout:

  1. Open sugam.odisha.gov.in and click Apply.
  2. On the login screen, choose Register Now.
  3. Enter your name, email, mobile number, address and a password, then click Register.
  4. Enter the OTP sent to your mobile number.
  5. Log in, open Schemes and Services, and pick the scheme under the Animal Husbandry directorate.
  6. Click Apply, fill in the form and upload your documents.
  7. Track your application on the portal or the GO-SUGAM app using your mobile number.

If you are not comfortable with the portal, ask your Block Veterinary Officer or the Chief District Veterinary Officer (CDVO) office for help. Do not hand over your Aadhaar, OTP or bank details to a stranger who promises quick approval.

Insurance and other support under MKY

When MKY was approved, the cabinet set aside ₹187.42 crore for the Go-Sampad Bima Yojana (livestock insurance) to benefit about three lakh farmers. Reports of the decision say the government pays 85% of the premium and the farmer pays 15%. There is also a separate allocation of about ₹200 crore for fodder production, and ₹25.52 crore to strengthen OMFED.

For women farmers and SHGs

Women get the higher 70% rate under Go-Palan and have their own goat, duck and backyard poultry sub-schemes. On 6 October 2026, the Odisha government released ₹99.26 crore as interest subvention to 1,79,809 SHGs and set a target of ₹20,000 crore in SHG bank credit linkage for 2026-27, according to a UNI report. If you are a woman already receiving Subhadra Yojana payments, make sure your Aadhaar and bank details are in order, since the same documents are asked for in most livestock applications. Our guide to Aadhaar and bank account checks through face e-KYC covers the basics.

Latest numbers (as of October 2026)

  • In November 2025, the Fisheries and Animal Resources Development minister said nearly ₹200 crore had been given as subsidy to over 4.5 lakh dairy farmers under MKY, and that up to 70% subsidy is provided.
  • In January 2026, the Chief Minister’s office said the MKY outlay was ₹1,400 crore and that milk production had risen by 1.35 lakh litres in the previous 1.5 years.
  • Some recent websites quote ₹326 crore and 4.16 lakh farmers. We could not find an official source for those figures, so treat them as unconfirmed.

On World Egg Day, 10 October 2026, Fisheries and Animal Resources Development Minister Gokulananda Mallik gave the latest poultry figures for the state. Under the Livestock Prosperity Scheme, 43,000 beneficiaries are receiving 100% financial assistance for backyard poultry in 2026-27, with each unit covering 45 improved birds plus ₹500 for shelter and ₹510 for feed. Assistance of up to ₹2.64 lakh is available for duck farming, and semi-commercial layer farms with 1,000 to 4,000 birds get 50 to 60% assistance, capped at ₹19.74 lakh. The state has provided around ₹512 crore in assistance to poultry farmers and entrepreneurs over the past two and a half years, and the target is to raise annual egg production to 1,000 crore by 2036. Odisha currently produces about 1.12 crore eggs a day, while per-person egg availability stands at 87 a year against the national average of 106.

Common mistakes to avoid

  • Assuming 70% applies to everyone. The general category rate is 60%.
  • Buying animals before approval. Wait for the go-ahead letter. The subsidy is linked to the approved process, so buying early can put your claim at risk.
  • Skipping insurance. The second half of the subsidy depends on completing insurance for each cow.
  • Stacking schemes without asking. Some websites tell you to combine every subsidy. The guidelines often bar a second subsidy for a similar project, so confirm with the District CDVO before you apply to more than one.
  • Paying an agent. Government applications on GO-SUGAM carry no agent fee.
  • Using old numbers. Guidelines are revised by financial year. Always read the latest one.
