What the Scheme Will Cover

Placement-linked training. About 1.17 lakh young people will get short-term, placement-linked training designed with industry needs in mind — so the training actually leads to a job.

Digital skilling for the future. Around 3 lakh youth will be trained in emerging fields: Artificial Intelligence, Cloud Computing, Data Analytics and Cybersecurity. These are the skills employers are hiring for right now.

Skill Hubs in colleges. In line with NEP 2020, Skill Hubs will be set up inside Higher Education Institutions, offering NSQF-aligned, placement-linked courses alongside regular degree programmes — students won’t have to choose between a degree and a skill certificate.

Overseas jobs support. Recognising the demand for skilled Indian workers abroad, the scheme expands overseas employment initiatives: foreign-language training in German and Japanese, cultural orientation, certification support, visa assistance, travel support and post-placement services.

No one left out. The scheme explicitly covers vulnerable groups — persons with disabilities, jail inmates, transgender persons and Particularly Vulnerable Tribal Groups (PVTGs).

Fellowship and tracking. The Cabinet also continued the Chief Minister Skill Development Fellowship — 40 Fellows will work across districts on demand assessment, skill-gap analysis and industry partnerships. A “Skilled-in-Odisha Digital Hub” will track every candidate end-to-end and monitor outcomes.

Who Can Apply? (Eligibility)

The detailed eligibility criteria — age limit, educational qualification, domicile conditions — have not been announced yet. The Cabinet has approved the scheme’s framework; the department’s guidelines will spell out who qualifies. What is known so far: the scheme targets Odisha’s youth, with special focus on the vulnerable groups named above. Check back here — the eligibility section will be updated the day the notification drops.

How to Apply for Dakshyata Vikas Yojana

The application process, portal and dates have not been announced yet. There is no official website or form for the scheme right now — beware of fake websites or agents asking for money in the scheme’s name. As soon as the Skill Development Department releases the apply-online process, this article will carry the step-by-step guide.

How Is It Different from OSDP Phase II?

This isn’t Odisha’s first big skilling push. In January 2026 the Cabinet had approved the Odisha Skill Development Project (OSDP) Phase II — a ₹1,140-crore, five-year project (2025-26 to 2029-30) with Asian Development Bank support, focused on modernising ITIs and the World Skill Center. Dakshyata Vikas Yojana is the state’s own flagship for 2026-29, aimed at sheer scale — 4.2 lakh youth — with an outcome-driven design.

Part of Viksit Odisha 2036

The government has positioned the scheme under the Viksit Odisha 2036 vision — building what it calls a skilled, future-ready and globally competitive workforce for the state.

How the Scheme Will Be Watched — and Why That Matters

A ₹450-crore promise to 4.20 lakh youth lives or dies on tracking, and the Cabinet built two instruments for it. The first is the Skilled-in-Odisha Digital Hub, which will follow every candidate end to end — from training through placement — and measure outcomes, not just enrolments. The second is the Chief Minister Skill Development Fellowship: 40 Fellows posted across districts to assess demand, map skill gaps and build industry partnerships, so the training on offer matches what employers actually want. This outcome-driven design is what separates Dakshyata from a plain training subsidy.

One warning carries equal weight: no application process, portal or date has been announced yet. Anything claiming to enrol you in the scheme right now is fake — do not pay any agent or share documents on any website until the Skill Development Department releases the official process.
