What Is the Odisha Small Savings Incentive Scheme?

It is a state government incentive draw linked to real savings. The Odisha Finance Department runs it under the Odisha Small Savings (Incentive Scheme) Rules, 2000, and those rules have been amended several times since.

The government has stated its aim clearly in launch announcements. It wants to keep people away from private finance companies that promise very high returns and then disappear. Government small savings schemes are safe. The draw gives people one small extra reason to use them.

Which Small Savings Schemes Qualify?

Two conditions matter more than anything else.

How Many Coupons Will You Get?

The rule is one coupon number for every Rs. 2,000 deposited, as stated on the official portal. So a larger deposit can earn you more than one coupon. If your deposit is not an exact multiple of 2,000, ask the issuing office how they round it. The portal does not spell that out.

One more rule from the official notification is worth knowing. A single coupon can win only one prize in a draw. If one coupon number is drawn for more than one prize, the holder gets the highest of them. The other prize is then drawn again.

Compare this with the older AQ, AR and AS series, which had 2,428 prizes in 7 categories worth Rs. 74 lakh. The AU series roughly doubled the prize pool and added an eighth category. If you read an article that still quotes 2,428 prizes for the current scheme, it is using outdated numbers.

We could not confirm details for a series between AS and AU from official pages, so it is left out rather than guessed.

Results for earlier draws have also been posted by district administrations. For example, the Cuttack district website carried a notice for the AQ series result.

How to Get Your Coupon

For the AU series, coupons were available in two ways.

Offline. Visit the office of the Collector, Sub-Collector or Block Development Officer (BDO). Carry your savings certificate or passbook and an ID. The officer verifies your name, address, scheme name, deposit date and amount, then issues the coupon.

Online. The official portal lets three kinds of users generate coupons: an individual depositor, an authorised agent, and small savings officers. An individual can enter the deposit details directly on the portal.

If you spot a mistake in your coupon, report it to the issuing officer within 7 days of the issue date. The official notice says later requests will not be entertained.

How to Check the Result

Results are published on the official portal at assa.odisha.gov.in, where the homepage links to the result of each series. Under the state rules, the winning numbers should also appear in the Odisha Gazette and in local newspapers.

Always compare your full coupon number carefully. Larger prizes are drawn on the full number. For smaller prizes, the draw can use the last few digits within a block of coupons. So check the result sheet’s wording for your prize category.

How to Claim a Prize

The claim rules come from the Odisha Small Savings (Incentive Scheme) Rules and their amendments, which you can read in full on the official notifications page.

Fill the claim bill. It asks for your name and address, father’s or husband’s name, series, draw date, prize category, amount, winning coupon number, and details of the savings instrument you used.

Add bank details and PAN. Prizes are credited to a savings bank account, so the form carries a bank account and PAN field.

Submit within 90 days. The rules say claims must reach the authority within 90 days from the draw date, or within any period the government fixes. Late claims are not entertained and the amount lapses.

Show the original documents. You need the original winning coupon and a copy of your small savings certificate or passbook. The original instrument is checked at verification.

Large prizes go one step further. For prizes of Rs. 50,000 and above, the amended rules route the claim through the District Small Savings Officer to the Directorate of Small Savings at the state headquarters, and payment is made by bank draft or credit to your account.

The department deducts income tax from the prize wherever applicable, at the time of payment. A torn or mutilated coupon that cannot be read is not valid for any prize.

The Ministry of Finance notified the rates for July to September 2026 on 30 June 2026. The Department of Posts then circulated them to post offices. For SCSS, KVP, NSC and time deposits, the rate that counts is the one active when you open the account. You can get the rates for 1, 2 and 5 year time deposits and the recurring deposit from your post office or the India Post website.
