The state government approved the change of name from Biju Yuva Sashaktikaran Yojana to Godabarisha Vidyarthi Protsahana Yojana for the 2024 scheme year. This is mentioned in a letter published on the Odisha State Scholarship Portal (scholarship.odisha.gov.in). So if you see old pages talking about BYSY, they are describing the same scheme.

Odisha Free Laptop Distribution List: How Students Are Selected

The department does not ask you to apply first and then wait. It builds the list itself, using the marks data it receives from CHSE Odisha and from Shree Jagannath Sanskrit Vishvavidyalaya.

  • The list is prepared block or ULB wise, district wise, stream wise and category wise.
  • Students who score 60% and above are preferred, depending on how many seats are allotted to that block or ULB.
  • Streams covered are Science, Arts, Commerce and Vocational.
  • Since seats are limited per block, there is no single state wide cut off mark.

This is why a student with good marks in one block may miss out while a student with slightly fewer marks in another block gets selected. If someone tells you there is one fixed cut off for all of Odisha, treat that with caution.

What If Your Name Is Not on the List?

Do not panic. Here is what you can do.

  • Ask your college principal first. The guideline lets students who scored more than some selected students raise a grievance through their principal.
  • Check your stream and district again. Many students search in the wrong PDF.
  • Make sure the spelling of your name matches your marksheet.
  • Call the department helpline at 0674-2954600, which is listed on several scheme pages. Confirm it on the DHE site before calling.

How to Apply for the ₹30,000 Laptop DBT

Only students whose names are in the list can apply. Applications are filled on the State Scholarship Portal, not through the old laptop page.

  1. Open scholarship.odisha.gov.in and choose Student Login.
  2. Register with your Aadhaar number and verify with the OTP sent to your Aadhaar linked mobile.
  3. Select Godabarisha Vidyarthi Protsahana Yojana (Laptop DBT) from the scheme list.
  4. Fill in your academic details, bank account number and IFSC code.
  5. Upload the documents asked for.
  6. Submit the form and save the acknowledgement.

Some reports say the 2026-27 application window is expected around October 2026. This is not confirmed by the department at the time of writing, so watch the official portal for the real dates.

Common Mistakes That Delay the Money

  • Aadhaar not linked with the bank account. DBT needs this. Visit your bank and fix it.
  • Bank e-KYC pending. Update it so the account can take the transfer.
  • Account in a parent’s name. It must be the student’s own account.
  • Wrong IFSC or account number. Check twice before submitting.
  • Missing the last date. Selected students who do not apply cannot claim the amount later.
