Mukhyamantri Kanya Sumangala Yojana 2026: ₹20,000 at Birth, ₹1,00,001 on Graduation for Odisha Girls
Read in another language:
Mukhyamantri Kanya Sumangala Yojana is a new girl child scheme that the Odisha government announced in the state budget on 20 February 2026. The plan is simple. A Rs 20,000 savings instrument is created for a girl born into an economically weaker section family, and she receives Rs 1,00,001 when she completes graduation.
One thing before you read further. The scheme is announced, but we could not find an official application form or portal for it. The detailed rules, called the SOP, were still pending at the time of writing. So if someone asks you for money to “register” your daughter right now, walk away.
This page separates what is officially confirmed from what is only reported, and it also clears up a common mix-up with a similar-sounding scheme in Uttar Pradesh.
Latest Update – October 2026
Chief Minister Mohan Charan Majhi publicly reiterated the Kanya Sumangala Yojana on 20 October 2026 at a youth leadership gathering, announcing that eligible girls will receive ₹1 lakh after completing graduation, paid directly to their bank accounts. OTV’s report of the speech describes the benefit as meant for poor girls born from 2026 onward. The scheme’s detailed SOP is still awaited, and this page will be updated when the Women and Child Development Department notifies the official guidelines.

What Is Mukhyamantri Kanya Sumangala Yojana?
It is a long-term savings and education incentive for girls. The Chief Minister said the government wants every girl in Odisha to finish graduation. Many poor families pull a daughter out of studies after school because of money. This scheme tries to remove that pressure by promising a large payout at the end of her degree.
Officially the name is spelled “Kanya Sumangal Yojana” in the budget speech. Many news sites write “Sumangala”. Both refer to the same scheme.
What the Official Budget Speech Actually Says
The Odisha Budget Speech 2026-27 mentions the scheme in paragraph 19. Going by that text, three things are confirmed:
- A savings instrument of Rs 20,000 will be created in the name of a girl born into an economically weaker section family.
- She will be given Rs 1,00,001 on completion of graduation.
- The aim is to see every girl child complete graduation.
That is all the speech says. It does not give an income limit, a start date, an application method or a separate budget figure for this scheme. You can read the full text in the official Odisha Budget Speech 2026-27 (PDF).
Can You Apply Right Now?
No. As of 10 October 2026 we found no official portal, form or notification that opens applications.
In early April 2026, Deputy Chief Minister Pravati Parida, who also looks after the Women and Child Development department, said the SOP would be released soon. She also said details such as eligibility, exact deposit amount, application process and disbursement timeline would be clear only after that SOP. We could not find a published SOP after that statement.
The safest way to track it is the Odisha WCD Department website. We will update this page as soon as guidelines are notified.
Who May Be Eligible?
Officially, the only condition announced is that the girl must be born into an economically weaker section family. The budget does not say how EWS will be defined for this scheme. It could be a ration card category, an income limit, or something else.
Based on how Odisha runs other women and child schemes, residency in Odisha will almost certainly be required. But that is an expectation, not an announced rule. Please do not treat any income figure or age limit you see on random websites as final.
Reported Details That Differ Between Sources
News coverage of this scheme is not consistent, and that confuses readers. Here is where reports disagree and what the official record says.
| Point | What some reports say | What the official source says |
|---|---|---|
| Graduation payout | Rs 1,01,000 in some reports | Rs 1,00,001 in the budget speech |
| When the Rs 20,000 is created | At admission into graduation, per one report | Speech says the instrument is created for a girl born in an EWS family |
| Deputy CM’s description | Deposit within one year of birth, and over Rs 1 lakh when the girl turns 21 | Speech links the Rs 1,00,001 to completing graduation |
The honest summary: the Rs 1,00,001 figure is the one in the speech. The exact trigger for the payout, completion of graduation or age 21, and the exact timing of the first deposit will become clear only when the SOP arrives. Until then, treat both versions as unconfirmed.
Odisha Scheme vs Uttar Pradesh Scheme
If you searched this name and landed on stage-wise payment details or an online registration form, you probably saw Uttar Pradesh’s scheme. UP has run a scheme called Mukhyamantri Kanya Sumangala Yojana for years, and it is a different programme.
| Point | Odisha | Uttar Pradesh |
|---|---|---|
| Run by | Odisha WCD Department | UP Directorate of Women Welfare |
| Status | Announced in Budget 2026-27, SOP pending | Live portal at mksy.up.gov.in |
| Structure | Rs 20,000 savings instrument, Rs 1,00,001 after graduation | Stage-wise benefits, with the last stage for graduates |
| Income rule | Only “economically weaker section” announced | Portal lists family income below Rs 3 lakh |
| How to apply | Not notified yet | Citizen registration on the UP portal |
The UP portal is here: mksy.up.gov.in. UP residents should check current amounts there. Odisha residents cannot use that portal for the Odisha scheme.
How It Fits With Other Girl and Women Schemes in Odisha
The Kanya Sumangala Yojana does not stand alone. The same budget speech announced or continued several schemes for women and girls. The state set aside Rs 18,957 crore in total for schemes dedicated to women’s empowerment and gender equity.
| Scheme | What it offers | Budget figure |
|---|---|---|
| Subhadra Yojana | Rs 10,000 a year in two instalments for eligible women | Rs 10,145 crore, for more than 1 crore women |
| Mukhyamantri Kanya Bibaha Yojana | Mass weddings where the state bears the costs for poor families | Rs 12 crore |
| Enhanced maternity benefit | Rs 12,000 for families welcoming a girl child, linked with PMMVY | Rs 320 crore (MAMATA) and Rs 180 crore (PMMVY) |
| Support for self-help groups | Industrial hubs and access to government contracts for over 1 lakh SHGs | Rs 1,333 crore |
| Mission Shakti Department | Various women empowerment programmes | Rs 2,804 crore |
If you are a woman in the family, the Subhadra Yojana 5th installment update and the Subhadra face e-KYC guide are worth a look, because a pending e-KYC can stop your payment. You can also check the status of a Subhadra form on our Subhadra application status page. For how the Mission Shakti allocation is being used on the ground, see our report on Mission Shakti interest aid to SHGs.
The maternity benefit mentioned above works with the central government’s PMMVY portal (pmmvy.wcd.gov.in). Under PMMVY, the central scheme already pays for a second child if that child is a girl, and the Odisha budget says the state will extend an enhanced Rs 12,000 benefit for families with a girl child. How the two amounts combine will depend on the final guidelines.
Other Budget Support for Girls Who Reach College
Graduation is the goal of this scheme, so these related items from the same budget are useful for families planning ahead:
- Girls’ hostels: The state proposed building hostels for girl students in higher education institutions, in line with the Union Budget plan for a girls’ hostel in every district.
- Shaktishree scheme: Safety and empowerment support for women students across 16 State Universities and 741 Government and Aided colleges, including self-defence training, campus safety audits and empowerment cells.
- E-Medhabruti: Under the Mukhyamantri Medhabi Chatra Protsahan Yojana, annual scholarships of Rs 10,000 for undergraduate students and Rs 15,000 for postgraduate students continue.
More on scholarships is available in our Education and Scholarships section.
What Parents Can Do While the SOP Is Pending
You cannot apply yet, but you can avoid delays later. This is a sensible checklist, not an official document list:
- Keep the girl’s birth certificate safe and make sure her name and date of birth match across records.
- Check that the family ration card (NFSA or SFSS) is active and correct.
- Keep Aadhaar details of the child and parents updated.
- Have a bank account ready that is linked to Aadhaar and enabled for DBT, since Odisha’s women’s schemes pay through direct benefit transfer.
- Get an income certificate if your family may fall under the EWS category and you do not have one.
- Visit your local Anganwadi Centre now and then. The Deputy CM said the scheme will work alongside Anganwadi platforms, so that is likely where you will first hear about enrolment.
Stay Safe From Fake Registration Links
Whenever a new scheme is announced, fake websites and agents appear within days. Remember a few simple rules:
- Government forms in Odisha are free. Never pay anyone to enrol a girl in this scheme.
- Do not share your Aadhaar number, OTP or bank details with unofficial websites or WhatsApp links.
- Treat any “apply now” page as suspicious until the WCD Department confirms a portal.
- Cross-check every claim on an official government website. That includes this one: we are an independent site and not affiliated with the Government of Odisha.

Final Word
Mukhyamantri Kanya Sumangala Yojana has a clear purpose: help poor families keep their daughters in education until graduation, with a Rs 1,00,001 reward at the end. What it still lacks is the fine print. Until the Odisha government notifies the SOP, the best move is to keep your documents in order, avoid middlemen and watch the WCD Department for the official announcement. Bookmark this page, because we will update it the day guidelines are released.
