Read in another language:

Utkal University’s Research and Development Cell has opened applications for 28 temporary research posts in Bhubaneswar. The notice is numbered R&D-CF-RUSA 2.0 CoEs-01/2026 and is dated 9 October 2026. The posts are Research Associate, Research Assistant, Field Investigator and Research-cum-Academic Coordinator, spread over seven Centres of Excellence and the R&D Cell itself.

There is no online form here. You download the application format, fill it by hand or print it, and send it by Speed Post. Your application must reach the university by Friday, 23 October 2026, which leaves roughly twelve days from today.

One thing to settle before you spend time on this: every post is purely temporary and contractual, with engagement of 2 to 6 months depending on the post. It is a good research credential and a paid stint, but it is not a permanent university job.

Research Associate, Public Policy & GovernancePostgraduate in a Social Science subject (Political Science, Public Administration, Economics, Sociology or Development Studies preferred), 55% marks, NET or Ph.D., and at least two years of research experience

Research Assistant, Environment Studies (seat 2)MA or M.Sc. in Economics, Geography, Geology, Public Health or Environmental Science, 55%. NET or Ph.D. preferred

Research Assistant, Global Centre of Rural StudiesPostgraduate in a Social Science subject, 55%. NET or Ph.D. preferred

Research-cum-Academic CoordinatorMaster’s degree in any discipline with 55%. Experience in project coordination, documentation, research and policy writing, computer skills and digital data management is preferred

The difference that trips people up

For Research Associate, NET or Ph.D. and two years of research experience are part of the essential qualification. For Research Assistant, NET or Ph.D. is only a preference. A postgraduate with 55% and no NET can still apply for Research Assistant, but not for Research Associate.

Which post fits you?

  • Final-year or recent graduate in a social science or humanities subject: look at Field Investigator. Your degree needs 55%, and a four-year degree or a master’s puts you ahead.
  • Master’s graduate with 55%, no NET yet: Research Assistant is the realistic target.
  • NET qualified or Ph.D. holder with research experience: Research Associate pays the most, ₹47,000 a month.
  • Master’s in any subject with office and documentation skills: the Research-cum-Academic Coordinator post is open to all disciplines.

If you are not sure what a Four-Year Undergraduate Programme or NET means for you, the national UGC-NET is conducted by the National Testing Agency, and its official portal is ugcnet.nta.ac.in.

Age Limit, Fee and Selection Process

  • Age limit: The notice does not state one.
  • Application fee: The notice does not mention any fee. Do not pay anyone who claims to process this application for money.
  • Selection: The notice says shortlisted candidates will be informed by email or phone, and it refers to a selection committee. The application format also carries an office-use line marking whether you are “Eligible for Interview”. It does not give an exam, a syllabus or a date.
  • Reservation: The application format has a category field for SC or ST candidates, but the notice does not publish a reservation breakdown by post.

How to Apply for Utkal University Recruitment 2026

  1. Open the university’s recruitment page and download the advertisement. The prescribed application format is attached at the end of the same PDF.
  2. Fill in the format completely: name, father’s name, date of birth, nationality, category, contact details, qualifications from Class 10 onwards, NET status, experience, publications, workshops attended and any other information. Paste a self-attested photograph and sign the declaration.
  3. Attach self-attested copies of your certificates and mark sheets, experience certificate if you have one, proof of other achievements, and reprints of your published research papers.
  4. Write this on the envelope: “APPLICATION FOR THE POST OF ______ IN THE COE IN ______ (Name of the COE) UNDER RUSA-2.0 COE / R&D CELL”, filling the blanks with your post and centre.
  5. Send it by Speed Post to: Director, Research and Development (R&D Cell), Utkal University, Vani Vihar, Bhubaneswar, 751004.
  6. Optionally, email a soft copy to director.rd.uu@gmail.com, the address printed in the notice. The university says a soft copy “may be sent”, so it supports your application but does not replace the posted one.

Keep the Speed Post receipt. You can follow the consignment on the India Post portal at indiapost.gov.in, and the receipt number is your only proof if the envelope goes missing.

A practical suggestion: post it by 17 or 18 October. Speed Post to a different state can take a few days, and the last date is about receipt.

If you are applying for more than one post

The notice says candidates applying for different posts must apply separately. That means one envelope, one application format and one set of attachments for each post.

If you already have a job

Candidates in service should have the application forwarded by their employer. The notice allows you to send an advance copy to avoid delay, with the forwarded copy following later.

Documents Checklist

  • Filled application format with self-attested photograph and signature
  • Self-attested mark sheets and certificates, from Class 10 to your highest degree
  • NET certificate or Ph.D. proof, if you are claiming it
  • Experience certificate, if any
  • Reprints of all your research papers
  • Proof of other achievements and research work
  • Forwarding letter from your employer, if you are employed

Mistakes That Can Get Your Application Rejected

The university has stated that incomplete applications can be rejected without any correspondence. From the conditions in the notice and the form itself, these are the easy ones to make:

  • Sending the application after 23 October. Only receipt counts.
  • Leaving out the self-attestation on certificates.
  • Not writing the post and centre on the envelope.
  • Using one application for two posts.
  • Asking someone to recommend or lobby for you. Canvassing in any form leads to disqualification.
  • Relying on the email alone and skipping the Speed Post.
  • Applying for a Research Associate post without NET or Ph.D. and two years of research experience.

What Is RUSA 2.0 and Why Does Utkal University Have These Centres?

RUSA stands for Rashtriya Uchchatar Shiksha Abhiyan, a centrally sponsored scheme that funds state higher education institutions. According to the Ministry of Education’s PM-USHA portal (pmusha.education.gov.in), the scheme has since been relaunched as Pradhan Mantri Uchchatar Shiksha Abhiyan (PM-USHA) in line with the National Education Policy. The Utkal University notice still uses the RUSA 2.0 name, because these Centres of Excellence set up and funded under that phase. The university’s own RUSA 2.0 page (utkaluniversity.ac.in/rusa-2-0) lists the centres and says it received support in 2018.

In plain terms, the money comes from a research grant, which is why the posts are short, project-linked and tied to funds being available.
