If you live in Odisha, you have probably heard the words “Subhadra Card” at an Anganwadi centre, a bank or a Mo Seva Kendra. Many women think it is a separate scheme, or a card they must pay for. Neither is true.
The Subhadra Card is the ATM-cum-debit card that comes with the Subhadra Yojana, Odisha’s flagship cash support scheme for women. The scheme sends ₹10,000 every year (two payments of ₹5,000) straight into your bank account. The card is an ATM-cum-debit card linked to the beneficiary’s bank account and can be used for withdrawals and digital transactions.
This guide explains the card in plain language, along with eligibility, documents, the latest instalment news and the mistakes that stop payments. Every scheme fact has been checked against official Odisha government and PIB pages wherever they were reachable. Where I could not confirm something on a government page, I have said so.

What Is the Subhadra Card?
The Subhadra Card is a debit card meant for women who are approved under the Subhadra Yojana. The state describes it as an ATM-cum-debit card that helps beneficiaries withdraw money, shop and make digital payments.
Two things are worth knowing before anything else.
First, your instalment does not go onto the card. The government transfers the money by Direct Benefit Transfer (DBT) into your Aadhaar-enabled, single-holder bank account. The ₹5,000 instalment is credited to the Aadhaar-enabled and DBT-enabled single-holder bank account. The SUBHADRA Card is the ATM-cum-debit card provided to beneficiaries.
Second, there is no separate “Subhadra Card application”. You apply for the scheme. If you are approved, the card is part of the benefit. Any website or agent asking money for a “card form” should be avoided.
Subhadra Card, Subhadra Yojana and Subhadra Portal: The Difference
People mix these three up all the time, so here is a quick way to tell them apart.

Latest Update: 5th Instalment Released on 28 August 2026
On Rakhi Purnima, Chief Minister Mohan Charan Majhi released the fifth instalment at a state-level programme in Lathipada, Nayagarh. According to the Chief Minister’s Office of Odisha, the money reached more than 1.03 crore women, including over 2.33 lakh eligible women from Nayagarh district.
News agencies quoting the government put the payout at about ₹5,163 crore, with 2,21,054 women receiving Subhadra money for the first time in this round. The CM also said that a joint IIM Sambalpur and SBI survey found about 80% of beneficiaries were using the money for long-term financial security and to start small businesses.

Who Is Eligible for the Subhadra Card?
Anyone approved under the scheme gets the card, so the conditions are the scheme’s conditions. As per the WCD guidelines issued in August 2024:
- You must be a woman and a resident of Odisha.
- Your age must be 21 or more and below 60 on the qualifying date. The date of birth on your Aadhaar card is final.
- Your family should be covered under the National Food Security Act (NFSA) or the State Food Security Scheme (SFSS). If your family has no such ration card, you can still apply when the annual family income is not more than ₹2.50 lakh.
- You need a single-holder bank account that is linked with Aadhaar and enabled for DBT.
Marital status is not one of the listed conditions, so an unmarried woman who meets the four points above can apply.
Who Is Not Eligible
The guidelines rule out women in these situations:
- Women receiving ₹1,500 or more a month (₹18,000 or more a year) from any other central or state government scheme, such as a pension or scholarship
- Regular government employees and pensioners
- Income tax payers in the family
- Families that own a four-wheeler (tractors and small commercial vehicles are treated differently)
- Families of current or former MPs and MLAs
There is one exception that many people miss. Anganwadi workers and helpers, ASHA workers, Community Resource Persons, Master Book Keepers and women employed through outsourcing agencies can apply if they meet the other conditions. The Odisha government announced this when it issued the toll-free helpline number.
Documents You Need
Keep these ready, whether you apply online or offline:
- Aadhaar card (the mobile number should be linked)
- NFSA or SFSS ration card, or an income certificate if you do not have one
- Passbook of your single-holder, Aadhaar-linked, DBT-enabled bank account
- Residence proof, only if your Aadhaar address is different from where you live now
- A passport size photo and an active mobile number
How to Apply for the Subhadra Yojana and Get the Card
Offline (the easiest for most women)
- Collect the form free of cost from your Anganwadi centre or Block office (or the Urban Local Body office in cities).
- Fill it in with the help of the Anganwadi worker if needed.
- Submit it at your Anganwadi centre, Mo Seva Kendra or the local office.
- Complete e-KYC with face authentication when asked.
Online

A note on dates. Application windows for this scheme have opened in phases. Some websites say the 2026-27 window is closed, and others say applications are still going on. Since these claims conflict, the only reliable answer is the notice on the official portal or a call to 14678.
No fee at any stage. The form, the scanning and the e-KYC are free. Nobody has the right to charge you.
How to Get and Use Your Subhadra Card Safely
The state’s guidelines say every beneficiary gets the card, but the practical handover depends on your bank and district. If you have been approved and have not seen a card yet:
- Ask your bank branch or banking correspondent whether a card has been issued against your account.
- Ask your Anganwadi worker or Block office, who deal with Subhadra cases every day.
- Call 14678 if nobody can give you a clear answer.
Once you have the card, a few habits will protect your money:
- Set your PIN yourself and never write it on the card.
- Never share your PIN or OTP with anyone, including people who say they are from “Subhadra office”. The government does not ask for these.
- Check your SMS alerts and passbook after every instalment date.
- Use the card for small digital payments now and then. That is how you become eligible for the bonus below.
The ₹500 Digital Payment Bonus
The card has one extra reward built in. Under the guidelines, the top 100 beneficiaries in every Gram Panchayat or Urban Local Body who make the highest number of digital transactions in a financial year receive an additional ₹500, credited by DBT.

Instalment Schedule and Next Instalment Date
Two payments are made every year, on Rakhi Purnima and on 8 March.

Different websites number the earlier rounds differently, so if you see “5th instalment released” on a page dated 2025, it is counting differently. The 28 August 2026 round is the fifth according to the Chief Minister’s Office.
The Subhadra Yojana next installment date follows the scheme pattern, so the next payment should come around 8 March 2027. The government has not yet announced an exact date for it. Watch the official portal and your SMS instead of trusting dates on social media.
Check Your Name and Status on the Subhadra Portal
On the Subhadra portal you can look up your application status, check the beneficiary list for your district, block and Gram Panchayat, and see the rejected list if you were left out.

- Rejected cases: if your name is not on the list, check the rejected or NPCI failure list before assuming the worst. The reason is often fixable.

Payment Not Received? Check These Four Things
If your Subhadra payment has not arrived, check these four common account and verification issues first.
- e-KYC pending. Face authentication e-KYC is needed. Without it, payment can be held even when your status shows approved. Read our face eKYC guide.
- NPCI or DBT not active. Your bank must map your Aadhaar to your account for DBT. Visit the branch and ask for Aadhaar seeding.
- Joint account. The scheme needs a single-holder account in your own name.
- Name or Aadhaar mismatch. A spelling difference between Aadhaar and bank records can block the credit.
After fixing any of these, wait a few days and check status again. If nothing changes, raise a complaint through the grievance option on the portal, the state’s Jana Sunani grievance portal, or the helpline.
Can You Opt Out?
Yes. The guidelines allow a beneficiary to opt out through the portal if she no longer needs the money or has become ineligible. Women who turn 60 during the scheme period also stop receiving instalments after crossing the age limit.
Watch Out for Fake Websites and Agents
Because this scheme is so popular, fake pages and “agents” are common. Remember:
- The official site ends in .gov.in. Anything else is not the government.
- Applying, scanning and e-KYC are all free.
- No one can “guarantee” your name on the list for a fee.
- Never send your Aadhaar, OTP or bank PIN over WhatsApp or a call.
