Notice one thing about the calendar. The seats counted for allotment are the ones vacant on 31 October, one day before the form closes. So applying early does not give you any extra seat, but applying late on the last night is a bad idea because the portal gets slow when thousands of students log in together.

Who Can Apply in Phase-III

You can apply if you have passed the High School Certificate (HSC) examination of the Board of Secondary Education (BSE), Odisha, or an equivalent exam from another recognised board, and you fall into one of these groups:

  • You could not apply in Phase-I or Phase-II.
  • You were selected earlier but did not take admission.
  • You applied in Phase-I or Phase-II but did not get any school.
  • You took your Transfer Certificate (TC) on or before 31 October 2026.

Who Cannot Apply

Students who have already taken admission through Phase-I or Phase-II are not eligible. Also remember that once a TC has been issued, it cannot be surrendered during Phase-III, so think twice before collecting it.

No Reservation or Weightage in Phase-III

This is the rule that surprises many parents. Phase-III is only for vacant seats, and DHSE has said that no reservation or weightage claim will be considered. Selection depends on merit and the seats actually available. The reservation rules you saw in the first round (for example the 11.25% SEBC reservation mentioned in the SAMS FAQ) do not apply to this vacant seat round.

You Can Choose a School Even if It Shows Zero Vacancy

Here is a useful provision. You can pick any school and stream irrespective of the vacancies currently displayed. If the school has zero seats when you apply, the portal shows an alert that there is no vacancy right now. Your choice is still kept and will be considered if a seat becomes available during selection.

So do not drop your dream school from the list only because it shows zero. Just keep a few realistic options next to it.

CAF Fee for Phase-III

The CAF fee is paid online only. Here is how it works:

  • Fresh applicants pay the fee online as given in the Common Prospectus.
  • Phase-I or Phase-II applicants who got no school can log in with their existing credentials and apply again without paying the fee once more.
  • Editing the CAF does not cost anything, but a category change needs the extra CAF fee.

For reference, the SAMS Higher Secondary FAQ lists the standard CAF fee as ₹200 for General category, ₹100 for SC and ST applicants, and nil for PwD applicants with more than 40% disability, transgender applicants and orphans. SC and ST applicants must show genuine documents at the school, otherwise they have to pay ₹200 there. No refund can be claimed later. Check the Phase-III Common Prospectus once to confirm the exact amount for this round.

Documents to Keep Ready

SAMS says the exact list is printed on your intimation letter, but most students will need these:

  • Original certificates for verification (HSC marksheet and certificate)
  • Printed copies of the CAF (HSS copy and applicant copy)
  • Passport size photograph
  • Admission fee, as mentioned in the letter
  • Transfer Certificate, if you have already taken one
  • Migration certificate, if you studied under another board

If you passed from another board and do not have the original or DigiLocker copy of the migration certificate at the time of admission, the school may allow you to join with a self-attested undertaking. You must submit the certificate within 30 days or the admission gets cancelled.

Your PEN and APAAR ID are optional in the CAF. Your previous school’s headmaster can help with the PEN, and you can read what APAAR is on the official APAAR portal (apaar.education.gov.in). Documents like marksheets can also be downloaded from DigiLocker (https://www.digilocker.gov.in) if your board has uploaded them.

How to Apply Online for Phase-III Admission

  1. Open the official portal, samsodisha.gov.in, and go to Higher Secondary School (+2).
  2. New students should register through New Student Login with a mobile number and email ID. Students who applied earlier can log in with their old credentials.
  3. Read the Common Prospectus before touching the form. Parents should read it too.
  4. Fill in the CAF with your personal details, marks and board information. Enter everything carefully, because wrong or incomplete details can get the application rejected.
  5. Choose your schools and streams in order of preference. The SAMS FAQ says a CAF should carry at least five options, and each option is one school plus one stream.
  6. Pay the CAF fee online if it applies to you.
  7. Submit the form and take a print of the CAF and the payment receipt. Keep the Money Receipt cum Index Number (MRIN), because that is how you track your status.

You can edit the CAF up to four times before the last date. The printed copy shows whether it is the 1st, 2nd, 3rd or 4th edit. Use these edits for fixing genuine mistakes, not for last minute guessing.

You are applying personally here. No one can apply on your behalf or select the school for you, so be careful with the so-called agents who ask money for this.

How Selection and the Waiting List Work

After the form closes, the first merit list comes out on 4 November at 3:00 PM. Selected students must report to their school and complete the admission update between 5 November and 10 November. You will be informed through SMS or WhatsApp, your SAMS login, the HSS online merit list and the school notice board. For this round, the intimation letter is also generated in your login and shared on WhatsApp.

Seats that remain vacant after 10 November go to the waiting list, published on 12 November through the HSS e-Space login. The list is prepared in a 1:10 ratio. In simple words, if 50 seats are still empty, around 500 names get listed. Then the waiting-listed students physically register at the school on 13 November, the final merit list comes out the same afternoon, and the last admission window runs until 16 November.

If two students have equal marks and the same school and stream, SAMS breaks the tie using English marks and then Social Studies for Arts, and Mathematics followed by Science for Science and Commerce.

Common Mistakes That Cost Students a Seat

  • Using a mobile number or email that you do not check. Every update goes there.
  • Claiming marks, board or category benefits without the matching document. The SAMS FAQ warns that such admission can be restricted.
  • Collecting a TC in a hurry. Remember it cannot be surrendered in Phase-III.
  • Keeping only one or two options. More options give you a better chance, since selection happens on merit.
  • Waiting for the last night to submit the form.
