Mukhyamantri Kalakar Sahayata Yojana Odisha 2026: ₹3,000 Assistance Update, Eligibility & Status Check

Read in another language:

Mukhyamantri Kalakar Sahayata Yojana (MKSY) is a Government of Odisha scheme that provides monthly financial assistance to eligible artists who have dedicated their lives to preserving the state’s art, literature and cultural heritage.

The scheme is implemented by the Odia Language, Literature and Culture Department through district-level authorities.

On 28 December 2025, Odisha Chief Minister Mohan Charan Majhi announced an increase in the monthly assistance from ₹2,000 to ₹3,000 for artists aged 40 to 80 years. Artists above 80 years were announced an increase from ₹2,500 to ₹3,500 per month.

However, the announcement and the effective date of a revised payment are two different things. As of 3 November 2026, we could not locate a formal notification confirming the date from which the new rates apply. Beneficiaries should confirm their payable amount with their District Culture Office.

Eligible artists can use the official MKSY Odisha portal for registration, login, beneficiary search and application status-related services.

What Is Mukhyamantri Kalakar Sahayata Yojana?

Mukhyamantri Kalakar Sahayata Yojana is a state-level assistance scheme for artists experiencing financial hardship despite their contribution to Odisha’s cultural heritage.

The scheme recognises artists involved in different cultural fields, including folk and traditional art forms, music, dance, theatre, literature and other artistic activities.

It was announced in January 2018 and is administered under the Mukhyamantri Kalakar Sahayata Yojana Rules, 2018.

The scheme is not restricted to Pala performers. The 2025 assistance announcement was made at a Pala conference, but the scheme’s eligibility conditions apply to artists who meet the prescribed requirements.

MKSY Odisha Eligibility Criteria

The eligibility conditions should be checked carefully before applying.

The 2018 scheme rules and the government’s scheme listing specify the following requirements:

1. Age Limit

Under the original eligibility rules:

  • Male artists must be at least 50 years old.
  • Female artists must be at least 40 years old.

The December 2025 announcement referred to payment bands of 40 to 80 years and above 80 years. However, the announcement does not by itself establish that the original entry-age requirements have been formally amended.

Applicants should confirm the applicable age conditions with the District Culture Office.

2. Annual Income Limit

The latest government scheme listing located during our research provides the following income limits:

AreaAnnual income limit
Rural₹1,00,000
Urban₹60,000

The applicant may need to submit an income certificate issued by a competent authority.

Income conditions may be revised by the government. Applicants should check the latest official advertisement before submitting their forms.

3. Artist Contribution

The applicant must be a genuine artist with a noteworthy contribution to the art and culture of Odisha.

The district-level committee examines the applicant’s artistic contribution and eligibility.

An artist certificate or supporting evidence of artistic work may be required.

4. No Similar Government Benefit

Under the scheme rules, an artist receiving similar benefits under another government scheme is not eligible for assistance under MKSY.

If you already receive another pension or artist-related benefit, confirm your eligibility with the District Culture Office before applying.

How Artists Are Selected Under MKSY

The selection process is handled through district-level authorities.

The procedure described in the scheme rules is as follows:

  1. The department publishes an advertisement inviting applications from eligible artists.
  2. Applications are submitted with the required supporting documents.
  3. The District Culture Officer places the applications before the district-level Selection Committee.
  4. The committee checks the applicant’s eligibility and verifies the genuineness of their artistic contribution.
  5. The Collector and District Magistrate chairs the committee and approves the final selection.
  6. The approved list is forwarded to the department for the release of financial assistance.
  7. Selected artists are individually informed about their approval.

If the allotted district target is not filled, fresh advertisements may be issued in a subsequent year.

Important: Submitting an application does not guarantee selection. Approval depends on eligibility verification and the district selection process.

Mukhyamantri Kalakar Sahayata Yojana Payment Details

The original scheme rules describe monthly assistance through the beneficiary’s savings bank account after the initial identification and payment process.

However, payment procedures may have changed since the scheme was introduced.

If you are an existing beneficiary, check your bank statement and confirm the applicable amount with the District Culture Office.

What to Do If the Payment Is Delayed

If your assistance has not been credited:

  • Check your beneficiary record on the official portal.
  • Confirm that your bank account details are correct.
  • Ask your District Culture Office whether your payment has been approved.
  • Confirm whether any required verification or life certificate is pending.
  • Keep your beneficiary details and application records available when contacting the office.

Do not assume that a delayed payment means your application has been rejected.

Annual Life Certificate Under MKSY

Existing beneficiaries are required to submit a life certificate every year in April, according to the scheme rules.

The certificate must be signed by an authorised person, such as:

  • A Member of Parliament
  • A Member of the Legislative Assembly
  • A Gazetted Government Officer
  • The Chairman of an Urban Local Body
  • The Chairman of a Panchayat Samiti

District-level government instructions have directed beneficiaries to submit the certificate to the District Culture Office.

Failure to submit the life certificate within the prescribed period is one of the grounds for cancellation of assistance.

Beneficiaries should confirm the latest submission procedure and deadline with their District Culture Office.

When Can MKSY Assistance Be Cancelled?

According to the scheme rules, financial assistance may be cancelled under the following circumstances:

  • The beneficiary passes away.
  • The information submitted during the application is found to be false, incorrect or incomplete.
  • The beneficiary is found to have acted against public interest or public order.
  • The beneficiary no longer meets the eligibility requirements.
  • The annual life certificate is not submitted within the prescribed deadline.

If you receive a notice regarding cancellation, contact the concerned District Culture Office for clarification.

Why Do Some Websites Still Show ₹1,200?

Some older scheme guides continue to display the original ₹1,200 monthly assistance amount.

This figure relates to the initial scheme announcement in January 2018.

The assistance was increased to ₹2,000 in February 2024, with artists above 80 years receiving ₹2,500.

A further increase to ₹3,000 and ₹3,500 was announced in December 2025. However, the effective date of the revised rates was not confirmed in the sources located during our research.

When reading an older article, always check its publication date and whether it distinguishes an announced increase from an implemented payment.
